Statutory Agencies

Local Development Companies (LDCs) work closely with statutory agencies to co-deliver programmes, enhance service access, and build inclusive, thriving communities. These collaborations span social inclusion, education, youth support, tourism, recreation, human rights, and more.

An Garda Síochána

Together with LDCs, Gardaí build safer communities through partnerships, safety awareness, and engagement initiatives.

LDCs partner with An Garda Síochána through initiatives such as Community Safety Partnerships, personal and road safety awareness, and Garda vetting. They also co-organise community engagement events, including Garda sports days and local soccer tournaments, building trust and visibility at community level.

Health Service Executive

LDCs and HSE partner on health promotion, suicide prevention, and wellbeing programmes at community level.

LDCs work with the HSE on several fronts:

  • Section 39 funding supports Social Prescribing programmes that promote mental and physical wellbeing.
  • Participation in the Connecting for Life suicide prevention strategy.
  • Collaboration on the Creative Ireland Fund and Integration and Prevention Supports (IPS)

Tusla – Child and Family Agency

Tusla and LDCs deliver joined-up supports for families, children, and young people, especially disadvantaged groups.

LDCs collaborate with Tusla through:

  • CYPSC (Children and Young People’s Services Committees) for joined-up planning and delivery of services.
  • Youth activities and Family Support Practitioner roles for International Protection Applicant families.
  • Rainbows Programme for children experiencing loss.
  • Supports for migrant, refugee, and Traveller children, including counselling and engagement initiatives.

Pobal

Through Pobal-managed programmes, LDCs deliver inclusion, employment, and social enterprise supports across communities.

LDCs deliver key government programmes managed by Pobal, including:

  • Social Inclusion and Community Activation Programme (SICAP)
  • Community Services Programme (CSP)
  • Tús, RSS, WorkAbility, and Climate Action Fund initiatives
    Pobal also supports capacity-building for inclusive employment and social enterprise development.

Sport Ireland

Partnering with Sport Ireland, LDCs expand access to inclusive sports, physical activity, and community wellbeing.

LDCs partner with Sport Ireland and Local Sports Partnerships to:

  • Deliver summer programmes and inclusion initiatives
  • Lead walking and cycling hubs through projects like Active Inishowen
  • Participate on Sports Partnership boards, contributing to local sports policy and access

SOLAS

LDCs and SOLAS provide community training, apprenticeships, and funded learning projects supporting skills and inclusion.

LDCs collaborate with SOLAS to provide:

  • Training opportunities such as Safe Pass and Manual Handling
  • Apprenticeship promotion and site visits
  • Funded projects like Stories of Us and those supported by REACH Funding to build literacy and community connection

Teagasc experts contribute to LDC boards, advising on rural development and agricultural innovation strategies.

Teagasc representatives sit on LDC boards, contributing expertise in agricultural and rural development planning.

Probation Service

With LDCs, the Probation Service promotes rehabilitation through community projects and youth engagement initiatives.

LDCs support the Probation Service through:

  • Community Litter Pick Days
  • Youth engagement activities for individuals involved in the justice system

Fáilte Ireland

Together with Fáilte Ireland, LDCs strengthen rural tourism and recreation through collaborative programmes and development plans.

Through part-funding of Rural Recreation Officer (RRO) posts and projects such as the Destination and Experience Development Plan (DEDP), LDCs deliver tourism and outdoor recreation programmes, supporting sustainable rural tourism and regional collaboration.

Leargas – Erasmus+

LDCs engage in Erasmus+ exchanges, promoting youth learning, inclusion, and cross-cultural community development.

LDCs participate in youth exchange programmes through Erasmus+, supporting cross-cultural learning and community development. Multiple projects have been delivered, with two currently active and several completed.

Irish Human Rights and Equality Commission

IHREC and LDCs advance equality through training, advocacy, and leadership development for minority communities.

In partnership with IHREC and Genio, LDCs:

  • Support Migrant Peer Support initiatives
  • Deliver Public Sector Duty training and assessments
  • Run advocacy and leadership training for minority ethnic community leaders

LDCs comply with governance standards, ensuring accountability, transparency, and strong community trust sector-wide.

LDCs comply with the Charities Governance Code, ensuring transparent, accountable, and compliant operations across the sector.

Citizen’s Information Board

Through CIB collaborations, LDCs improve public access to information, advice, and community services locally.

Some LDCs participate on boards such as the North Connacht Citizens Information Service, enhancing access to public information and advice services.

Skillnet Ireland

Working with Skillnet, LDCs deliver industry-led training, enhancing skills in rural and agri-food communities.

While some LDC-led Skillnets have concluded, companies now partner with Taste4Success, Donegal Technology Skillnet, and Rural Food Skillnet to deliver industry-led training in rural areas and the agri-food sector.
